I can't believe infold had the nerve of putting this 4star card behind a paywall (it's the new Promise event that started a few days ago, by paying tier 1 you get at max rank either Raf's or Sylus' new 4star card, if you pay for tier 2 you'll get both max ranked). I watched Sylus' on youtube to check whether it was worth it and it was a cute action-packed episode where his dynamic with MC shines. A very nice episode all around. But I was so satisfied by simply watching on youtube that I automatically chose Raf's.
Now I got Raf's in-game and watched it... that's lore relevant. That's legitimately lore relevant for his character and backstory wtf, let alone his dynamic with MC. There are fans who are still speculating on questions that are answered here, and they'll keep on speculating unless they pay for it or watch it online.
So with a middle finger to infold I'll put the card here. I suggest watching it after completing all the main story chapters and texts.

i am not sure how possible it is to get all the way to the end of the Promise chain? I don't seem to be advancing very much just doing the regular things that I have enough stamina for. If I pay for the Promise I can get 20 free levels I believe it said but that doesn't seem like enough.
do i just need to be farther along in the game, with more ranked up cards, to be able to "farm" promise events with any hope of reaching the max reward?

No you already have everything you need to complete the Promise event.
You gain levels by completing Daily tasks, Weekly tasks, and Promise Tasks. If you tap on "Agenda" from your main screen you'll see those three tabs. Other than these three sets of actions, you can also straight up by levels with red diamonds (100 per level). You'll see the "buy levels" in the main window for the promise.
You'll see that there are two columns: Promise and Secret Promise. Promise is free, Secret Promise is tier 1 (you pay for it and it will ensure you get 4 times the card you chose - either Raf's or Sylus'- as you complete the levels). Above you'll see another button "Upgrade to Heartfelt Vow" (it might be different to you since you haven't bought Secret Promise and so you don't have to upgrade anything). That's tier 2, it contains all the rewards from previous tiers + 10 empyrean wishes, 2 added colors for the butterfly hair clip, 20 promise levels readily unlocked, and a new title for your profile.
There are 60 levels and the event pretty much lasts 60 days (as of now 55 are left), so by going through daily and weekly and promise tasks you should burn through the levels easily enough. Occasionally if you want you can buy them with red diamonds too.
If you reach level 60 before the end of the event, then you'll start receiving random gifts for every "added level" you reach, like gold coins or red diamonds or upgrade resources etc.

I don't always complete all the daily (i try and do most of them) and weekly tasks (hard, as it wants me to do trials i'm short on stamina for) - is that something I should really be trying to focus, or is 80% completion good enough?
thank you for answering these questions! trying to find this kind of specific information on the internet is a struggle and a half and is four levels of exhausting.

Don't worry at all, I know how confusing finding this info can get, so if I know the answer I'll happily help!
I would advise you to try to complete the daily tasks, if not for the fact that it will raise your level, on top of giving you nice rewards. It won't usually take me more than a few minutes to complete the entire thing:
1) Log in
2) Complete 1 bounty hunt - Mr. Beanie stage [I go with one in auto complete, so it costs me 8 stamina]
3) Complete 1 bounty hunt - Heartbreaker stage [I go with one in auto complete, so it costs me 8 stamina]
4) Buy items from the shop - every day you can take your free gift from the daily bag
5) Interact with him at Destiny Cafè - go in interaction mode and tap on him/trigger a dialogue
6) Upgrade your memory - if you can, you only need to raise 1 memory 1 level
7) Spend quality time with him for more than 5 minutes [I usually set it in the background for exactly 5 minutes. Choose whatever between study, work, or workout]
8) Gift Stamina to your friend [add people at random if you don't have friends yet, you'll get an automatic prompt when you login to claim and send stamina. You'll receive 30 stamina from this]
9) Complete 1 Core hunt stage [this costs more, 20 stamina, I just put an automatic battle for the levels I've already unlocked.]
10) Spend 100 stamina [I usually go through automatic Heartbreaker battles twice, so I spend 160 stamina. But you can go with one bulk of 80x and then three single automatic battles [spending that much stamina is already advised because if you hoard it you won't get the 240 passive stamina from just waiting it out during the day]]
So the smallest amount of stamina you'd be spending at the end of this would be 140. Actually 110 if you consider the 30 you receive back from the claim&send to friends activity. Also the free daily pack in the shop can randomly gift you stamina, but that's a matter of luck so I won't count it.
By spending 110 stamina you'll receive:
35000 exp point. These points are the ONLY way for your account level to go up.
10 bottle of wishes R
50 Promise mark (they count for the Promise tab [next to Daily and Weekly] which will give you more rewards)
10000 gold coins
2 blue magnets for the galaxy
1 speedup cube for the galaxy
50 red diamonds
10 core energy R to upgrade protocores
1 energy capsule to restore 30 stamina (so the daily count for spent stamina will actually be 80)
The weekly tasks are almost easier than the daily because they pile up in the span of a few days.
You need 100 points again:
1) Play claw machine 3 times
2) Play kitty cards 3 times
3) Claim the galaxy explorer rewards 5 times (you get 2 blue magnets per day by getting the daily rewards)
4) Complete Bounty Hunt 100 times (this counts double points, and if you do your daily tasks it goes by immediately)
5) Take 1 Snapshot
6) Shoot 1 Portrait
7) Complete 1 deduction in abyssal chaos (you've already unlocked it, go through 1 of the two missions with whatever companion you want, and this counts as double points)
8) Complete the weekly plan of quality time (do 1 workout and 1 study/work session with whichever companion you want - It pretty much automatically gets ticked off thanks to the daily tasks)

Looks like I was already doing most of this - I didn't know you could just tap to initiate conversation and that would count for the Daily! And I've been spending stamina pretty much as fast as I get it - its the choke point in this game for sure.
I have been prioritizing which battle it is (Orbit) that gives Love Interest points in the mornings as I want to make sure they don't languish. I'm a whopping level 10-ish on those! Oh, to be a small fish at the bottom of the pond.

This is my fandom duty, I do it out of love and not for glory (though the glory is nice, admittedly)
Stamina and red diamonds will become the bane of your existence. It's pretty much what everyone complains about in the surveys to infold, trying to make them understand that if they keep on doing this to squeeze more money out of their big spender players, they'll lose everyone else because it's not feasible in the long run.
I'm not sure you have the Workout option unlocked in the Quality Time part of the cafè interactions. I might make a visual tutorial for that tomorrow, there are a few interesting things you can do in the cafè

I do have the Workout option for all three of the main guys, yes. Other than oogle them and turn the camera while you do it, not sure what else there is?
I can see the pain point coming, re/stamina (needed for levelling) and diamonds (for the bling). I have discretionary funds for entertainment and I don't mind supporting what I like, but I've also looked in the store and its.. pretty egregious. Then again, people have dropped multiple, multiple zeros on Star Citizen and that sucker isn't even playable yet. I guess all it takes is a couple of very large whales and the rest of us really don't matter.

Yeah the store has those small packs you can buy at 49 or 99 cents just for emergency moments, but I'd say (I'm not the only one thinking that) the aurum pass is a solid investment. The biggest spending comes from the banner events where players desperately open their wallets because they need to get X card and at 150 pulls it still hasn't turned up.
Couldn't do the interaction tutorial today, but tomorrow is finally the weekend and I'll work on it. There are some hidden gems in there.

i got the Aurum Pass after the first week and after some consideration, the Promise thing as well a few days later although I may or may not maintain it, we'll see.
I admit, I looked at my remaining diamonds when I decided that yes, I was going to pull for Sylus, and then the store, and then I just bought up the cheap stuff for the wishes in case that just might be enough and by gum, it was! Then I was silly and spent about 3000 diamonds anyways just to get to the level where I could buy Rafayel's outfit since I really think its the prettiest of the lot and I have really warmed up to the guy with you throwing confetti from the sidelines, and that one card where he's calling you princess, like butter will definitely melt in his mouth, tangled up in a beaded curtain with the maid just outside the door.
His VA should be led to pillows and be fed peeled grapes. So. Good.
