Okay, I am working on like everything at once and we will get into it, I promise but we're working on some time sensitive things here.

What do I do with the new Spring Fling Flower Thing that's currently going on?

Say I want at least three of the boy's outfits and... memory cards? To go with the outfits? And maybe a dress for me? I don't know if the boys' things are tied to my things or what.

How do I get stuff in this event, if not efficiently, at least without wasting too much time, resource or actual money?

Any insight appreciated, even if its just a link to a list of instructions somewhere (please, no video if possible. I am old school, I don't want to sit through 11 minutes of somebody explaining something that I have to write down when I could just read it in 30 seconds).

EDIT: yeah, i looked on Reddit threads and I just don't understand what the hell they're talking about. Wish where? How many? Which diamond pack am I supposed to buy for the best value?

Disclaimer: this is based on my experience and understanding up to now.

Ok so, you should have already received the 10 empyrean wishes in your in-game mail (titled "new version special gift") plus another one because of server maintenance. Empyrean wishes are the blue "tickets", and you can use them in Xspace Echo to pull for cards by "wishing" on the stars or whatever. They're the standard ones.
Basically if you tap on "wish" (right column when you're in the main page of the game, under agenda and events, above shop) you'll see that now you have Spring and Flowers as main tab for the current limited event, and then on the bottom you have Xspace Echo. You might have already used it in the course of the past week. Emp wishes go to Xspace Echo, which does NOT share the same cards with the limited event. If you want a limited card, you need to pull from the wish well of the limited event, not xspace echo.
But if you're pulling from the Spring and Flowers wish well, you might get a card from Xspace Echo instead of a limited one. 
It's gambling, you're not meant to win.

For this spring event you have the option of choosing 3 companions you want, and those three will have a higher rate of being selected once you get a 5 star card. Precise Wish also grants you the card you've chosen the second time you draw a 5 star, if you didn't receive it the first time around. ("upon receiving a non-selected 5-star memory, you gain 1 wish point. when your wish point becomes 1/1 your next 5-star memory will be the selected one")

You also have various rewards based on how many "wishes" you make (how many times you pull for a card). At 75 pulls you get to choose 1 companion spring outfit, at 125 the second one, then again at 175 pulls. That's the number you need to get 3 companion outfits. At the 200th pull you get to choose one of the 5 star spring cards (at that point you're either desperate because you've lost all the pulls to other 5 star cards and you only got 1 spring card of a companion you didn't want, or you're trying to get them all 5). You'll receive one of your MC's spring outfits from Blooming Promise (Event, tab next to the minigame) by buying "Heartbeat promise", whereas the others you'll find in the shop under Selected (you have to spend purple diamonds to get them). Another cute dress is in the shop under "Exchange", you can buy it using the currency you get by playing the mini game they've added (Blossom Escape, under Events).

How do you pull in order to minimize how much you're spending? Well, there's a lot of sheer luck involved, so you never really know.
The limited events use golden tickets (I call them tickets because they look like tickets, bear with me - instead of empyrean tickets, which are blue and are the standard). If you don't have "deepspace wish" tickets (the gold ones) when you tap on the "wish" button at the bottom of the page to pull 1 card, it will prompt you to spend 150 red diamonds to pull once. That's the in-game currency you can build up during the month while waiting for the event you want.
Alternatively, you can go in the shop, then in the Pack section, and buy gold wishes with real money. 

Here it gets not fun because you have many options.

The real issue here is: what are you spending money for? If you're considering not just the wishes (so how many times you can pull for cards based on the pack you buy) but also all the other upgrading resources they put in there, then you might want to think about it longer.
For the sake of my sanity, I only think in terms of how many pulls each pack gives me and how much I have to spend for it.

Pack I and Pack II cost the same, each pull costs 0.49
(mind how when you tap onto one and they give you the option of buying in bulk, the bulk purchase costs a few cents more than if you do it one at a time)
5 Pack I give you 5 gold tickets + 1 (150 red diamonds)
3 Pack II give you 6 gold tickets
If you buy both until you can't anymore you'll get 12 gold tickets (12 limited card pulls).

Pack III and IV cost the same, each pull costs 0.99
5 Pack III give you 30 gold tickets
5 Pack IV give you 50 gold tickets

Pack V costs 1.25 per pull
Pack VI costs 1.44 per pull
Pack VII costs 1.65 per pull
Pack VIII costs 1.62 per pull

So based on this, one might think the best course of action is to start from the cheapest one and work your way up gradually by pulling for the limited event, and seeing what happens.
You might be extremely lucky and get all 3 companions you want in 10 pulls. You might be unlucky and spend 200 dollars to do the same. You never know, which is why I'd suggest to go gradually, so you can stop the moment you get your goal, without the risk of buying packs you won't need.

Consider also how you get 5 gold tickets every 50 pulls you make. 
If you're unlucky and you have bought Pack I and II and III without results, you'll have made 42 wishes by that point. If you have accumulated 1200 red diamonds by going through all the other activities in the game, you'll have the other 8 pulls you need to reach 50 and get the other 5 gold tickets.

Add to this the fact that the more you pull without getting a 5 star card, the higher your chance of getting one. If you make 60 consecutive wishes without obtaining a 5-star memory, each pull after it will increase your chances of getting it by 10%. It means you are guaranteed a 5 star memory within 70 wishes. But it might not be the 5 star you want, because again, gambling.
By rules, if you don't get a limited 5 star by pulling up to 70 times in the limited event, within the next 70 wishes you will be guaranteed a limited 5 star card.

Tl;dr you might as well work your way up from the cheapest packs and going up, pulling one card at a time (so tapping the "wish x1" button) until you get what you want.

Warning: 
They trick you into spending more and wasting more resources.
As we have already seen, buying Packs in bulk cost more than when done one by one.
Choosing "Wish x10" in the event page only saves you time at the cost of everything else. They put the button in gold and tell you "4 star guaranteed!" but it's not like you only get it if you go for a bulk pull of 10 wishes. If you go one by one with "wish x1" it's the same. But if you go 1 by 1 you're less likely to waste red diamonds and tickets by pulling in bulk when your card might be pulled first.

For example, after getting Caleb and Raf in the first 82 pulls for the spring event, I was set on getting Sylus, the third one I really really really wanted to get (actually Caleb was in third place but he really wanted to come home apparently). He forced me to get all the way to the end of the next 70 pulls...only to get Caleb again! And it's not even the spring card, it's the angsty Hidden Waves where he looks like a kicked puppy on the bed. Which is nice! Because he deserves it! But not what I wanted.
So now the Precise Wish has been activated and it will guarantee I get Sylus in the next 70 pulls, but I'll have to pay for all those 70 pulls, which is not something I'm dying to do /sigh

In a complete twist of events Sylus came home!!!
With 152 total pulls I managed to get Raf, Caleb, and Sylus. 
I can rest in peace and start grinding to save for the next banners.

I want Zayne, Caleb and Sylus but I'm starting from broke  so we'll see! I did my Precious Wish on Caleb because as I said in some other place, I am pinning some stars on him for good luck.

I am taking your words to heart and will figure out what I'm doing this weekend to start to pull for the fun stuff. I am so glad I'm an adult with discretionary funds, this would not be fun as a broke teenager.

QUESTION: i just looked at the game / Spring Flowers and spent my two golden tickets. I have just over 10k diamonds so at 150 per pull and using my calculator, I can get to 70 pulls without spending any money at all, correct?

Exactly. Consider that when you're still below the two-weeks-into-the-game threshold (or better yet, while you still haven't reached the level necessary to finish all the 8 chapters of the main story line), red diamonds will rain on you because of all the "first time doing X" rewards. So you'll be able to gather others to keep on pulling for them without having to spend money.
