Does this mean Rafayel reincarnates when MC also reincarnates, and it's her reincarnation that ignites his flame again (like they found him "bathed in the flames under the union of dusk and dawn" in GoT)?
Is the flame talking about the literal flame of Lemuria?

that's deliciously ambiguous!
-- it references Rafayel himself and his flame evol - Raf is somehow aware when she reincarnates
-- it references the flame of Lemuria - it re-ignites when she lives again
-- Rafayel reincarnates when she does, although that might contradict City of Mirrors where he was chained and sleeping throughout the ages in that one. although i don't think its actually said anywhere that she lives * sequential * lives. maybe she only incarnates every 30,000 years or so, just for the hell of it.
-- the Sea God only becomes the Sea God when she's around to complete him - ie, the "bathed in flames" reference. the Sea God dies, and Lemuria searches for the next one for however long it takes, but only when she reincarnates does He ignite again to be found.

Yeah in ToR it looks like he was "awake" while chained for thousands of years, whereas he only mentions talking to MC when she's trapped in the tower in Romirro after the coup. It might be that he truly slumbers when she's not alive, or maybe the "awakening" (he also says it as a kid when they meet for the first time in present time "You awakened me") refers to the power of the Sea God, which he can only take when she's with him. Or his memories, which are partly unlocked when their bond activates again.
I think it's pretty much confirmed that her reincarnations are not sequential, and are also fragmented in different timelines. And speaking of "fragmented rebirth", that's something Raf will mention in his card "Blossoms". I'll be curious to know your thoughts on it when you'll happen to watch it.
